There are so many trackers out there. Before you start another one, you need Staff and that includes uploaders too. If you expect users to upload for you... Don't waste your time with opening tracker.
Or if you have money to spend, pay to someone to upload for you, or setup seedbox with auto upload script (but you need a content for uploading)... If you don't have people to do this for you, you'll probably need to pay for Scene access or mirror content from other trackers, but this is not cool... ;)

The fact you're asking "how do you think i drive user to the site and have them upload torrents?" means that you don't know what are you doing... You only know what you want... and this is the easy part... When you figure it out by yourself then your tracker will grown.

1) Make the UI easy to use and easy to navigate.
2) Lots of content.
