Problem with a charset in a chat with in comments! TS SEv5.1. A code in DB proposed wincp1251 and utf-8, in AP - Default Character Set -> tried wincp1251 and utf-8. Prompt me as it to correct. Beforehand thankful.

Come into adjustments admin/settings.php - THEME and LANGUAGE Settings-Default Character Set- windows-1251
Character Set for Ajax Scripts- windows-1251

if you set your whole Charset on database and on tracker's setting to utf8 then Russian language should work fine, I've tested it :)
if you translate language files make sure to save them in utf8 too
