I would check out
http://demo.btmanager.com/ if you not a coder as its always better to build up a Tbdev site from scratch or have some knowledge of an existing one. BTmanager is packed full of mods and is very stable + super fast. It also comes with a fully modded custom forums and in my opinion the best shoutbox ever.
There is also FreeTSP which is based on Tbdev08 but its been worked over and instead of have a single file it has multi files(functions) and tones of added features including very nice shoutbox.
