I worry when I run a

I have this message:
A critical error has occured.
Configuration Error: allow_url_fopen Must Be Turned On for this script to work!

I saw on google that the file is not normally accessible to people who open an account on a hosting service.
I'm at 1 & 1, and I have no php.ini ...
there is there another solution please?
because I can not run the intall :(
