I think you are mistaking something there M8.
that is peerexchange not allowed!
This has nothing to do with a tracker at all.
it means the torrent was made to be a private torrent so the peers are not
allowed to share peer information with each other so the well need to get that
from the tracker only.
For private trackers this is a good thing.
