^^the tdev SF page .. if you cant download it from there u really shouldnt bother trying to setup a tracker ... however it is recommended you get the latest copy from the SVN as it will have the latest bug, sql, xss fixes applied (they are a bit slow on rarring the source and putting it up but u cant complain really).
although remember the site u posted is a heavily modified version of teh tbdev source code .. as with all sites that start from tbdev base code it has took them a long time to mod it to their needs.. you will not get a source that u can install that will be exactly the same as theres... that means you will have to take the tbdev source as they did and modify it urself to look and operate how you want it too.
If you dont understand at the very least the basics of PHP and MySQL you shouldnt really be thinking about running a tracker nevermind using a virgin source such as tbdev
