No, the memcache file in xamp pack is for W7 64bit only, what i wrote tells you what to do and where to put. you will need to find a memcache file to suit your windows. Simply add the extension to php.ini that is ok, then what i did was tried alot of memcache files untill it worked. place a file into your ext/ restart apache and try, it not work, try another memcache file untill it works.
