create new style

Hello
i get PSD from my friend and i dont really know what to edit
i create file 3.css/4.css for new style and i coded the new design
now the problem is adjust the design to into tbdev
which files i need to edit
cuz Dende tell me to not add design cods in index.php so where i need to add cods for adjust
