Deactivate Captcha in root

Are there possible and deactivate "Captcha" in root ?

Captcha not show in:
Firefox
IE
Google chroome.

So i must deactivate it.

Before i can login to admin and user account.

Have ask support for my dedicate server too but they ask me what :
Spesification i use for "Captcha script"!

I can not login or register or nothing on site.

you need GDLibrary enabling in php.ini

My hoster for Dedicate server say i have GDLibrary installed on server.

And i not have php.ini files on server or webplace.

What can i do?
