Freeleech Problem

Hello all! I'm new to this forum so please excuse me if I'm posting in the wrong section...

Here is my Problem... On my tracker when I'm trying to make all torrents to normal or any other type then FreeLeech it just goes back to the free mode when im closing the browser.... It won't stay how I set it to stay.
Someone told me the problem is because freeleech.php someone cuz announce.php and someone else cuz bittorrent.php ... I dont know what to do anymore.
