i had same problem too. i deleted .htacces but its not a solution
in my server's cpanel i have php config menu.
and there are 3 alternative

PHP5
PHP5 (Single php.ini)
PHP5 (FastCGI)

fastcgı is work my php modes :)
if you dont have like this cpanel talk with your server :)
