problem upload

i got this error when i try to upload a torrent .. please help me!

Fatal error: Maximum execution time of 60 seconds exceeded in /home/vpz/public_html/test/include/bencoder/bdecoder-domxml.php on line 101

The torrent is larger then allowed upload By your server or server settings.

First is it a local torrent or a external torrent?
if external is the leading tracker valid?
