1. from your hosting control panel or from phpmyadmin make a database and a database user

2. CHMOD 777

/announce.php
/include/config.php
and the folder /torrents

3. open in browser yourtracker.com/install and follow instructions

Problem here is it is asking for a file that does not exist in the trunk

either find it else where or remove line 23 that require cache_functions.php
